Why R160 Meters Equals To Class C Meters?

China executed the standard of GB/T 778-1984(idt ISO4064:1977) before the year of 1996. Accordingly, the water meter showed:
1)Upper Zone:±2%,Lower Zone:±5%;
2)Accuracy Class: A、B、C、D;
3) Qmax=2Qn. Qn means normal flowrate, Qt means transitional flowrate, and Qmin means minimum flowrate.

Since the May of 2008, China changed the standard to be GB/T 778-2007(idt ISO4064:2005). Accordingly, the water meter showed,
1)Upper Zone:±2%,Lower Zone:±5% ;
2)Range: Q3 and Q3/Q1(or R);
3)Q4=1,25Q3;Q3 means normal flowrate, Q2 means transitional flowrate, and Q1 means minimum flowrate.
4)Q2/Q1=1.6,Q4/Q3=1.25
Take DN15 (Class C) for example, qmin=0.015 m3/h,qt=0.0225 m3/h,qp=1.5 m3/h,qs=3 m3/h; According to ISO4064:2005,Q1=0.0156,Q2=0.025 m3/h,Q3=2.5 m3/h,Q4=3.125 m3/h。
Conclusion:
New Q3/Q1=160(R160)≈ Old Class C standard (is almost equal to ).
